The City of Moreno Valley is a dynamic community located in the Inland Empire of Southern California with a population of 180,466.

Before purchasing SIRE in October of 2005, the City of Moreno Valley faced a dilemma many government agencies are facing today: large paper trails throughout the organization without an effective way to trace the whereabouts and deadlines of documents. Complex agendas were prepared manually and enforcing timelines proved to be difficult. Reports often had to be printed and routed manually for approval. The City clearly needed to implement easier and faster ways to track deadlines and documents.

But the implementation of SIRE changed the work dynamics at the City of Moreno Valley. Working smarter, documents are now scanned directly into the City’s repository using SIRE Capture. Changes are tracked electronically and access to documents can be restricted by the City based on the position of the individual user accessing the system. Approval processes are managed electronically and adapt easily to changes in the process.

Agendas are now being prepared electronically through SIRE Agenda Plus, and deadlines are easily enforced with SIRE Workflow. Items are submitted and approved in a timely and effective manner and according to the business approval process enforced by the City. The council accesses the agenda electronically as well. Last minute changes are easily incorporated and displayed online.

The City recognized early on the importance of providing its citizens with complete and accurate information. Council agendas and meeting minutes are published with one mouse-click and citizens are able to follow the council meetings from the comfort of their home. In fact, the public loves this convenience so much, they are literally waiting for the City to post their agendas!

Another positive “side-effect” is the amount of paper saved by the City using SIRE. Initially the Clerk’s Office had to print 24 agenda packets which consisted of 400-1,000 pages each. These were reduced to 16 packets. And the Clerk’s office is planning to reduce this number again in order to save even more paper.

“As a result of SIRE’s commitment to its customer needs, the continued enhancement of both SIRE Agenda Plus and the SIRE Document Management system give us the ability to improve current business practices and automate new ones” said Kim Krueger, Application Analyst at the City. “These people understand government, a skill that few vendors exhibit, much less appreciate or value.”

By implementing SIRE, the City of Moreno Valley transformed its entire process into a more efficient, transparent, and stress free operation.
